Once the Government set a precedent to expand the RCI to investigate the death of an individual as in the death of Teoh Beng Hock, there is no turning back, the DAP has officially called for an RCI for Kugan's death:

Despite the obvious political innuendoes, I believe this time YB Lim Kit Siang has a point. PDRM's great work in securing the safety and security of this blessed nation is being undermined by the perceived actions of a purported few rogue officers. This is something that the PDRM does not need.
The ball is now firmly on PM Najib's court, let us have a firm decision please sir.
