Penang turning into an apartheid state under the DAP Regime?

The news from the Star on 19 March 2011:

No free WiFi for non-Pakatan areas in Penang

GEORGE TOWN: The Penang state government will continue to exclude three parliamentary constituencies held by non-Pakatan Rakyat MPs in its free WiFi initiative.

read in full here.

The DAP Penang Regime is at it again, after promising to provide free wifi for the state of Pulau Pinang if they come in power they have now reneged their promise, if they keep on dividing the people of Pulau Pinang  into Pakatan and non Pakatan areas soon Pulau Pinang  would turn into an apartheid state.

The DAP Penang regime is not adhering to one of its own DAP Party Objective:

offering equal access and opportunity

What is the point of voting a party which makes promises it know it would not keep and do not even bother to adhere to its own party objective when in power? Just show that they are a bunch of hipocrites.
