Donald Lim MCA VP proposed a Chinese Version of Perkasa?

Updated 12 July 2010:

MCA in damage control mode over ‘Chinese Perkasa’

By Clara Chooi July 12, 2010

KUALA LUMPUR, July 12 — MCA leaders today distanced themselves from their vice-president Datuk Donald Lim’s suggestion for a Chinese Perkasa, saying that the party does not practise retaliatory politics.

MCA deputy president Datuk Seri Liow Tiong Lai said that Lim’s views, which were reported on Saturday, were not the official stand of the party.

“We have one golden rule — ‘do unto others as you would have others do unto you’. So do not do unto others as you do not want Perkasa to do unto you.

“So the stand is simple: This is not the party’s stand. The party has voiced out its stand that we sometimes do not agree with what Perkasa does or says, so why should we set up another body to counter them?

“Whatever action, there will be a reaction,” the health minister told reporters in Parliament today.

MCA Youth chief Datuk Wee Ka Siong said the party never practised “tit-for-tat” politics and was of the opinion that forming a Chinese Perkasa to counter the original Perkasa would not solve any issues.

Wee, who was himself recently at loggerheads with Perkasa’s fiery president Datuk Ibrahim Ali, said that Lim could have been misquoted.

“I was informed by a friend of Lim’s that his words had been spun out of context,” he said.

Lim had reportedly called for the formation of a Chinese Perkasa for the purpose of rebutting the often racially-sensitive statements made by the Malay rights non-governmental organisation.

He had said that it was not suitable for MCA, as a political party, to fight head-on with Perkasa as political parties and NGOs function at different levels.

After what I thought was a good presentation by Dr. Chua the MCA President on the occasion of his 100 days in office
here which should put the MCA on the road to recovery, then just a few days later from out of the blue comes Donald Lim MCA VP who proposed a Chinese Version of Perkasa.

Beware of Donald, warns Ibrahim

By Stephanie Sta Maria (Freemalaysiatoday)

KUALA LUMPUR: Perkasa chief Ibrahim Ali has issued a yellow alert on MCA vice-president Donald Lim following the latter's call for a Chinese version of Perkasa yesterday.

“Donald is a dangerous man who is promoting racial tension among NGOs,” Ibrahim told FMT via text message. “Donald's political lifespan is a mere six years as a senator. That he is seeking out a Chinese NGO to fight Perkasa is uncalled for.”

Donald had suggested that a Chinese version of Perkasa be established to counter the right-wing Malay group's racial assaults and has set his sights on the Kuala Lumpur Selangor Chinese Assembly Hall to play this role.

He explained that it would be inappropriate for the MCA to take on such a responsibility as political parties and NGOs operate differently.

Ibrahim, who is also Pasir Mas MP, however, scorned Donald as “another desperate MCA leader” and warned that MCA can forget about enjoying the Malay votes if it continues its current leadership style.

Donald's statement has lit up a number of posts on microblog Twitter with a few well-known personalities airing their views.

Petaling Jaya Utara MP, Tony Pua, wrote, “Thinks MCA still don't get it, as Donald Lim calls for a 'Chinese' Perkasa. Its about 'Malaysian', not race.”

“It's the fashion in BN: everyone going Perkasa! PM @NajibRazak might as well announce 1Msia dead & buried,” posted Batu MP, Chua Tian Chang.

In reply to DAP Socialist Youth head, Anthony Loke's prodding, Deputy Education Minister Wee Ka Siong wrote, “disagree w "tit4 tat" tactic, no doubts NGO is entitled to its view, but must b rea'ble (reasonable), sen'ble (sensible) & const'nal (constitutional)".

The Ayer Hitam MP was at the receiving end of Ibrahim and Perkasa's tirade recently when he questioned whether the government would consider reducing the number of Mara scholarships.

Ibrahim accused him of challenging Malay rights, while Perkasa's newsletter Suara Perkasa carried a headline demanding that Wee be arrested under the ISA in its inaugural issue."

I think as it is our Malaysian Chinese brethrens have so many already in Malaysia for a long time now and probably have more than that put together by the rest of us.

In fact the MCA is the biggest albeit political group protecting Chinese Rights and Culture in Malaysia, the other powerful Chinese based NGOs are The National Federation of Chinese School Headmasters and Dong Zhong (United Chinese School Committees association). Besides that there is the very powerful Associated Chinese Chambers of Commerce and Industry of Malaysia and the influential Kuala Lumpur Selangor Chinese Assembly Hall. Plus the various Clan Associations etc. The Chinese in Malaysia are never short of NGOs for any subject that is for sure. Such is the wonders of democracy and freedom of speech in Malaysia.

Readers might want to read this posting in Uncle Lim Kit Siang's Blog -
Formation of Chinese Perkasa: A Dangerous Way to Win General Election . Besides the part about the never ending labeling of Perkasa as being racist which I totally disagree, the rest of the article is quite a interesting read, readers to form their own opinion though.

Anyway I hope that Dr Chua will come up with a statement "untuk menjernihkan keadaan" and stop the loose Pakatan Pact from making a political meal out of poor Donald Lim's proposal.

Islamic State, PAS-YES, DAP-NO but PKR well don't know what Anwar think

The fall out from the very public disagreement between the DAP and PAS is still very much in the air despite what Anwar Ibrahim has to say about it:

POLITICS PAKATAN RAKYAT PAS-DAP DISPUTE DOES NOT AFFECT OPPOSITION PACT, SAYS ANWAR

PAS-DAP dispute does not affect opposition pact, says Anwar
FRI, 09 JUL 2010 22:01

KUALA TERENGGANU: PKR adviser Anwar Ibrahim said the dispute between PAS and DAP leaders over certain matters would not affect harmony in the opposition pact.

He said PAS, DAP and PKR had reached an understanding over policy matters involving administration, Islam as the federal religion and the position of the Syariah Court.

"There are differences in opinion over certain matters and these can be resolved through discussions," he said after opening a seminar on "New Hope for Malaysia" (Seminar Harapan Baru Untuk Malaysia - SEHARUM) 2010 for Terengganu PKR leaders, here, today.

He said the disagreement between PAS spiritual leader Nik Abdul Aziz Nik Mat and DAP chairman Karpal Singh over the Islamic state issue was deliberately raised by the opposition's enemies to create friction among the opposition allies.

"This issue had been there for 20 years now and it has not affected the opposition. We could see this from the results of the Kuala Terengganu and Sibu by-elections," he said, adding that a meeting involving the three parties was also held each week.

Anwar, who is also the Permatang Pauh MP, said the opposition was gearing its members in preparing for the next general election, including strengthening its position in Melaka, Negri Sembilan and Johor.

He said besides PKR, PAS and DAP were also stronger in these three states now compared to before the 2008 general election.

- Bernama

I do not think that the heat between the DAP and PAS has come down but I do believe that it has gone up by a few notches. PKR has lost 4 Parliamentary seats it now has only 27 seats, DAP have a lot more, in fact by common parliamentary democratic standard Lim Kit Siang or Lim Guan Eng should be Opposition Leader. So Anwar is Leader of Opposition with the blessings of the DAP only, hence if DAP is wrestling with PAS on core political issues Anwar might as well stay on the sideline and try to contain the damage as he would not have any power to prevail over DAP or PAS in this issue. Anyway, I have not heard any clear and precise comments from Anwar whether he supports PAS or DAP in this Islamic state issue. By the way the BN did not bring this matter up, DAP did, OK Anwar.

Here is what Pemuda PAS have to say:

Karpal sakitkan hati - Pemuda Pas

Oleh SAIFULIZAM MOHAMAD
pengarang@utusan.com.my

It is plain to see that there is a divergent view between PAS and DAP on the Islamic state issue, everybody in Malaysia can see that.

Please stop saying that it is Karpal Singh's personal view that he does not accept an Islamic State. Karpal is DAP Chairman Ok and the silence from other DAP members means approval to what Karpal said so do not kid yourself lah Pemuda PAS. We are not stupid OK.

The Question in many people's mind is what does PAS wants to do after this, just play dumb and dumber and just follow what DAP says as usual? After all the DAP which is now becoming more evangelist centric especially so after the win in Sibu which Kit Siang calls a "miracle" is now officially the biggest political party in the loose Pakatan Coalition. So the way I see it PAS which is the smallest party (by MP count) do not really have much choice in Pakatan.

How many Tigers could there be in "Bukit" Selangor

In recent weeks PKR leaders are having a time of their life playing musical chairs in Selangor, all so very fun-fun stuff, first PKR have Anwar Ibrahim as Selangor Economic Advisor then MB Khalid Ibrahim was removed as Chief of PKR Selangor to be replaced by Azmin Ali. So now Khalid is Selangor MB, Azmin Ali is Chief of PKR Selangor and Anwar as Economic Advisor so one would righfully thought that the music had stopped but NO not yet as on 8 June 2010, Anwar announced that MB Khalid continues to lead the Selangor State Pakatan Rakyat despite him not being Chief of PKR Selangor. Wow, That makes at least Three Tigers on a hill, the Chinese says that there should only be ONE Tiger on a hill and The Mat Sallehs says there should only be one captain on a ship.

This is all so very confusing, when are the PKR state legislators actually going to really start the real business of Governing the State if they cannot decide who shall be the big Chief among themselves. With this kind of chaos, the road to Putrajaya will be ever longer and more winding for the Pakatan Pact despite all the positive blusters and bloughs that we Malaysians are fed with daily.

From The MI:

Khalid remains Selangor Pakatan chief, says Anwar
UPDATED @ 11:57:42 PM 08-07-2010By Neville Spykerman July 08, 2010

SHAH ALAM, July 8 — Selangor Menteri Besar Tan Sri Khalid Ibrahim will continue to lead the state Pakatan Rakyat (PR) although he is no longer PKR state chief, Datuk Seri Anwar Ibrahim announced today.

“He will continue to chair PR meetings because it will not burden his role as menteri besar,” said the PKR de facto leader.

Khalid had relinquished his post as Selangor PKR chief two weeks ago, after an internal “revolt” by party MPs.

The in-fighting had further damaged PKR’s public image, which is already marred by a series of defections by it federal and state law makers.

Anwar indicated that besides managing the state, Khalid’s role would be to coordinate between PKR, PAS and DAP leaders in Selangor.

Aware of its battered image over Khalid’s ouster as state chief, PKR today also moved to close ranks in a show of support for the menteri besar.

Anwar and PKR vice-president Azmin Ali, who had replaced Khalid as state PKR chief, were PR leaders who gathered “to recognise the contributions” of the Mentri Besar.

Even Khalid’s strongest critic PKR Kapar MP S. Manikavasagam was at the function organised by the Selangor Development Corporation (PKNS).

Azmin, whose resignation as a director of PKNS sparked the “revolt”, ironically were among PKR leaders who spoke at today event.

The backdrop of the event was a recent recognition given to Khalid by his Australian alma-mater.

Last week he attended the University of Queensland Vice Chancellor’s Alumni Summit Strategic Direction to 2020 and was selected to head the committee to chart the direction of the University.

PR leaders who spoke to The Malaysian Insider on condition of anonymity today acknowledged today’s function was organised as “damage control” for PKR.

“We were only informed about the event yesterday,” said an assemblyman.

....alas the damage to PKR politically cannot be undone.

Let it be known that the NEM is an NEAC document circulated to solicit feedback..

Agih secara adil – Tun M

Oleh NURUL ANUAR KARI

pengarang@utusan.com.my (8 Julai 2010)

Original Post:

This is a superb well researched article written by Senator Datuk Akbar Ali who was formerly Deputy Chief Statistician, Statistics Department Malaysia and Executive Director, MTEN Melaka who is one of the Panelists of the Bumiputera Economic Congress organised by Majlis Perundingan Melayu recently. One needs to read this with an open mind though but I for one do think that the Chairman of the NEAC is just not up to the job. I think Ku Li (Former Finance Minister) would make a better Chairman any time.

THE NEW ECONOMIC MODEL – WHY MPM CONDITIONALLY ACCEPTS?

June 11, 2010

1. As one of the panellists of Kongres Ekonomi Bumiputera organized by Majlis Perundingan Melayu (MPM) on 29 May 2010, I wish to share my thoughts with those who did not have the benefit of participating in the deliberation, especially with those who do not share our wisdom and vision. In particular, I wish to share some salient points on why, unanimously, we conditionally accepted, or alternatively rejected in principle, the New Economic Model (NEM). The exact wording is as follows (page 7):

“Kongress…telah bermuafakat untuk menzahirkan pendirian bahawa penerimaan MBE ini oleh Kongres tertakluk kepada kesediaan kerajaan untuk;”

We are willing to buy-in the proposed Model if the government is willing to consider and incorporate our 31-point resolution adopted by the 126 MPM affiliates. Hence, outright rejection of NEM is a non-issue.

Preambles

2. Before I proceeded further, it is useful to restate my preambles. They will provide some useful pointers and parameters.

3. First, NEM is an NEAC document circulated to solicit feedback; it is YET to be finalised and accepted by the government. Since we are in the engagement mode, therefore, it is more productive to channel our ideas, aspirations, concerns and misgivings to the NEAC rather than resort to attacking and name-calling each other.

4. Being an integral part of the civil society, holding the Kongres is a clear manifestation of MPM’s positive, pragmatic and matured response as a responsible body.

5. Second, we appreciate and recognize that all rakyat of Malaysia have a stake in this NEM and, therefore, they have an unalienable right to voice their concerns, register their future needs and submit their recommendations to NEAC. Accordingly, no one has the right to question or belittle the MPM on this engagement since we do not question or stop anyone / any group like Dong Jiao Zong, Hindraf, Suiqui, FMM and FOMCA from doing the same.

6. MPM never expected to be attacked by its own race. Its core business is to unite the Malays because MPM has long realised that our people have been fighting with each other far too long until we are decomposed and weak. In actual fact, we are digging our own graves. The non-Malays are laughing at us. Don’t blame them if they are urinating at us; blame ourselves.

7. We should learn from the Chinese. They are united when facing a common enemy, in advancing a common Chinese interest or when a common Chinese interest is under attacked. Issues on ‘immigrant race’ and Chinese education are classical examples. Logically, therefore we should be united in engaging the NEM for a common goal / vision – betterment of the Malays (it can be further refined). Differences in ideas, strategies and approaches should be discussed and harmoniously iron out.

8. Third, we were willing to participate in this engagement because we were encouraged by our PM’s willingness to listen and to respond. He is not like Obama, conducting a one-way traffic like a diode; only listened but did not respond. Najib is even much better than Sarkozy and Brown!

9. Fourth, NEM was touted as something new and we would like to embrace new things IF they are better for us since we also believe that “doing the same thing over and over again, expecting different result is lunatic”.

10. Fifth, since we are yet out of the woods (great economic crisis / recession), we do share the two Chinese characters embodied in the word ‘Crisis’ – danger and opportunity. Therefore, we view NEM as an opportunity to improve the Malays’ well-being, as encouraged by the DPM (Malays must see the NEM as an opportunity and not a threat) but, at the same time, mindful of its possible threat in destroying the Malays, if any.

11. Sixth, we agreed with Najib that this is the right time to change. And since we also shared Paul Otellini’s view that “It’s a lot easier to change when YOU can than when YOU have to. The cost is less. You have more time” therefore we do not belong to the so-called group who wants “to do business as usual”. Combined with the fourth point, it is therefore dead wrong for anyone to think that we are having that kind of mindset. If they still wish to be obsessed with that ancient thought, then they are still behind the curve and trapped in that stereo-typed primitive mentality.

12. Seventh, we fully supported the NEM’s target of increasing the country’s income as measured by the GNI per capita, from US$7,250 (2008) to US$15,000 by 2020 as it is consistent with the Islamic principle of Zakat. We must share wealth (enlarging economic cake), not poverty (shrinking economic cake)!

13. Lastly but most importantly, MPM participated in this engagement because we fully subscribe to Najib’s commitment that NEM must be NEP-compliant. He had unambiguously expressed that “THE NEP OBJECTIVES ARE RELEVANT…WE WILL CHASE THE SAME GOALS, BUT TRANSFORM THE WAY WE DO THINGS”. So no one should conveniently over look this critical statement by our PM.

Why reject?

14. In principle, MPM unanimously rejected NEM because of its severe weaknesses and flaws. It is accepted if they are rectified.

15. First, it insubordinates PM’s directive of ensuring NEM as NEP-compliant. As rightly pointed out by Datuk Halipah, another panellist, Bumiputera economic agenda was not conspicuously outlined in NEM, albeit the word ‘Bumiputera’ was only mentioned twice in the Executive Summary! Prof. Dato’ Normah, the speaker representing the NEAC and Secretary of the Council, belatedly admitted this naked fact. In actual fact, this single reason is justified to reject totally NEM. Nonetheless, PM tried to save the NEM when he singularly assured the MPM audience that Saturday night that the New Model will explicitly incorporate the Malay Agenda.

16. Does anyone still have digestion problem with Normah’s said admission and PM’s said directive?

17. Second, in trying to project and sell NEM and current administration, the entire tone of the document was hostile towards NEP and past administration inclusive. Using unfriendly (caustic?) language, NEM unfairly criticized and condemned NEP as well as putting all the blames on the said policy for all the alleged government weaknesses and failures. This excerpt, as an example, attributed to the NEAC Chairman, may enlighten us about this soulless Malay:

“IN ONE PRIVATE ENGAGEMENT BETWEEN TAN SRI AMIRSHAM AZIZ – THE SO-CALLED MALAY CHAIRMAN OF THE NEAC BUT ALLOWED MINORITY AND FOREIGNERS TO OVERWHELM THE NEAC MEMBERSHIP, HE SAID THAT NEW ECONOMIC POLICY (NEP) WAS THE REASON THAT MALAYSIA LOST ITS COMPETITIVENESS.
AMIRSHAM WAS NOT THINKING INDEPENDENTLY AND ANALYTICAL IN HIS CHAIRMANSHIP OF NEAC FOR HIS IS REGURGITATING THE VIEWS OF OTHERS. USING THAT STAND ON NEP, NEAC PROPOSED THE NEW ECONOMIC MODEL TO THE GOVERNMENT.” – ANOTHERBRICKONTHEWALL.

[Tan Sri, one small question. Our ranking in the IMD Competitiveness Index has leaped from no. 18 to no. 10. Is it due to your NEM?]

18. As such, one cannot help but to have this naughty feeling that the actual intention of the drafters, by way of extension, was to attack and to belittle renowned and highly respectable Malay leaders like Tun Razak (the architect of NEP) and Tun Dr Mahathir (the engineer of NEP).

19. Allow me to pick up a few examples to demonstrate my point.

20. Firstly, it accused NEP “has engendered pervasive corruption”. I don’t condone corruption and do admit that corruption in Malaysia was higher than in certain countries. However what I don’t agree with is its unbalanced statement. Which country that has zero corruption and zero patronage?

21. I wish to point it out that some of those countries that the drafters were proud of, in actual fact, were worse than Malaysia, including the darling BRIC countries. Corruption Perception Index of 180 countries provided the relevant evidence:

CORRUPTION PERCEPTION INDEX (CPI) [180 COUNTRIES] – Malaysia is better than these countries:

• MALAYSIA - 56 (4.5)
• BRAZIL - 75 (3.7)
• CHINA - 79 (3.6)
• INDIA - 84 (3.4)
• INDONESIA - 111 (2.8)
• RUSSIA - 146 (2.2)
• THAILAND - 84 (3.4)
• VIETNAM - 130 (2.5)

22. Secondly, NEAC did not fairly acknowledge the achievements of previous leaders in building the country’s economy, despite its multifarious challenges. It accused the past leaders of failure to get the country out of the income trap; implying the economic growth had plateaued for many years. However this graph shows that our GDP per capita was continuously on an uptrend, not flattening. Doesn’t it mean NEAC has a bad intention (mala fide) in condemning the government by hiding behind a new terminology “middle income trap”?

Carta 1: GDP Per Kapita Malaysia,
1970 – 2009 – TERUS MENINGKAT, TIDAK TERPERANGKAP

23. Thirdly, it accused “our economic growth has come at a considerable environmental cost…” We do not know what evidence the NEAC used. However, based on CO2 emission per capita and endangered species, Malaysia has a much better record than many developed countries:

CO2 EMISSION PER CAPITA (TONNE):

– MALAYSIA = 7.7
– LUXEMBURG = 22.4
– OECD (AV.) = 9.5

ENDANGERED SPECIES:

– MALAYSIA = 631
– ITALI = 2
– OECD (AV) = 166

24. Worst still, it condemns that the growth “has not benefitted all segments of the population”. What a blatant statement! There could be pockets of the population who are yet to get the trickling effects of development but which country that does not have the same problem?

25. The following information shows that average monthly household income of all races and strata (urban / rural) had increased many folds over the years; concomitantly, poverty had significantly declined. Who benefitted from this continual economic growth and distributive policy?

Carta 2: Pendapatan Purata Bulanan Isi Rumah,
Malaysia, 1970 – 2008 – TERUS MENINGKAT

Carta 3 : % Kemiskinan Isi Rumah,
Malaysia, 1970 – 2008 – HAMPIR SIFAR

26. Additionally aren’t the Malaysian populace benefitted from the relatively long period of low inflation and full employment regimes?

Carta 4 : Kadar Inflasi, Malaysia
1970 – 2009 – PURATA RENDAH

Carta 5: Kadar Pengangguran Malaysia, 1982 – 2009 – PURATA RENDAH

27. Fourthly, it crudely accused “the gap between the rich and the poor is widening”. Inequality has 2 aspects – (a) within races / strata (intra) and (b) between races (inter). Regarding the former, it can be measured by using the Gini Coefficient – ‘0’ is perfect equality and ‘1’ is perfect inequality. Over the years, the data indicated that income gap within races and strata had indeed narrowed. For example, in 1970, the overall inequality was 0.443. However in 2008, it had reduced to 0.439.

Carta 6: Jurang Pendapatan Isi Rumah Intra Kaum &
Bandar / Luar Bandar (Gini Coefficient),
Malaysia, 1970 – 2009 – SEMAKIN RAPAT

28. Regarding the latter, it can be gauged by using income ratios. Again, it is very glaring that the government has succeeded in bridging the inequality gap between races / strata. As an example, in 1990, for every RM1 each Malay household had, the Chinese household had RM1.74 (1:1.74). In 2008, the ratio has improved to 1:1.41.

Carta 7: Jurang Pendapatan Antara Kaum & Strata
(Nisbah Pendapatan), Malaysia, 1970 – 2008
– SEMAKIN RAPAT

29. There are a few more unfair attacks by the NEAC. However I wish to make one last comment on its claim of mediocre economic growth rate. The Chart below, on the contrary, proved that our past leaders had generated respectable growth rates. In fact during the 20-year NEP period, the average growth rate was almost 7% per year. It proved that the Policy did not inhibit growth. More importantly, it simultaneously spread distributive justice as exhibited by increasing average monthly household income, decreasing poverty, narrowing income gap, low inflation and full employment.

Carta 8: % Pertumbuhan GDP Per Capita,
Malaysia 1970 – 2009 – PURATA TINGGI

30. Can the NEAC and its supporters show to us which country had achieved such an excellent output mix during a given period? Based on these extraordinary achievements, I wish to repeat that Tun Razak and Tun Dr Mahathir more deserve to be given the Nobel Prize on Empirical Economic Management as compared to those academicians and technocrats who may not be able to run even a small company profitably. Some did try the easiest way to show profit by quietly selling the company’s asset.

31. The resultant conclusion is that one cannot but agree with us that it is WE who are genuinely supporting and defending the government while NEAC and those who embraced NEM blindly are in fact brutally condemning and attacking the government. Implicitly, it looks as if they want the BN government to stand down and be accountable for those purported wrong doings, weaknesses and failures. Hence, NEM becomes a weapon that kills the master (Malay proverb – senjata makan tuan).

32. Accordingly, will PM and his cabinet agree with MPM or throw their supports to the NEAC / NEM?

33. Now led us concentrate on the third reason why we vehemently rejected NEM. It is because it took away our unalienable rights as enshrined under Article 153 of the Federal Constitution in the dubious names of economic efficiency, meritocracy, free competition, market-led, market-friendly, etc. We DON’T disagree with those jargons but not at the expanse of our rights.

34. Admittedly, it does mention, albeit, superficially about the special position of bumiputera (please note its usage of small ‘b’; shall we spell the word ‘chinese’ and ‘indian’ using small ‘c’ and small ‘i’ respectively?) and does try, albeit, only implicitly to help them by designing market-friendly affirmative action programmes for those in the bottom 40% of the households – 77.2% are bumiputera (again please note the small ‘b’).

35. First, the NEAC must be told in no uncertain terms that it has no power to take away anyone’s right as enshrined in the Constitution. If no one can take away unconstitutionally the citizenship of non-malays (rich and poor), the same goes for Article 153 (quotas on scholarships, permits, licences, etc for the Malays, Orang Asli and Bumiputeras of Sabah and Sarawak) and other related Articles. If non-malays are not willing to surrender their citizenship rights and rightly do not expect others to trample on that rights, so also the Bumis (rich and poor) pertaining to their rights as stipulated under the said Articles. Therefore the Bumiputera Economic Agenda, consistent with those Articles, must be clearly outlined in detail in the NEM.

36. Second, the Bumi’s rights are not meant for the bottom 40% of the households only; the top 20% and middle 40% have the same constitutional rights. However, as a departure from previous practices, meritocracy and free competition should be practised among the Bumis within EACH stratum. By implementing this paradigm, the Bumis, across the social stratification, will get a fair share of the nation’s wealth based on economic efficiency; not through rent-seeking, patronage, etc.

37. If NEM’s approach is adopted (affirmative action only for the bottom 40% of the households), the paradigm of confidence mechanism as postulated by C. Elliot will be set in motion. The big fish in the smaller bowl at the top layer will expropriate most of the nutrients; leaving some to filter down into the bigger bowl at the middle layer and very little left to trickle down into the largest bowl at the bottom layer.

38. In one sentence, one may describe the paradigm as elastic to the extent of giving ‘cosmetic concessions’ to the poor (Malays). Proverbially speaking, the rich (non-Malays) get the meat; the poor (mostly Malays) only get the gravy. Hence, not only the bottom 40% will largely remain poor but the inequality will further widen as in the case of Singapore and the USA. We must avoid this socio-economic landscape.

39. Allow me to drive home the point by demonstrating a probable case. NEM, for example, has proposed precious plots of government land in Kuala Lumpur to be sold on an open tender basis. Who will be the successful bidder? One who quoted the highest price! Who? The richest man among the rich. Who? The Chinese!

40. The same goes with the proposed sale of GLCs, procuring big contracts, accruing long term concessions, etc. These are the nation’s wealth which NEAC is strategically and systematically scheming to be expropriated by the rich. And the rich is largely from one race. If this worry does become a scary reality, isn’t it fair to conclude that NEM will become a deadly tool to colonise the Malays until kiamat (end of the world)?

41. In the meantime, what happen to the middle and bottom 40%? Their standard of living could have improved through increase in wages as a result of capacity building, empowerment, etc. However this increment is hugely small relative to the wealth expropriated by the top 20%. Hence, the resultant widening gap between the Bumis and non-Bumis. Because of this highly probable socio-economic landscape that we proposed Article 153 be implemented across social stratification since the playing field between Bumis and non-Bumis is not level even at the top 20% . Applying meritocracy and free completion under this hostile environment is in actual fact revisiting the law of the jungle – survival of the fittest.

42. Now lets us go to the fourth reason why we have to reject NEM in principle. It is rejected because it does not guarantee outcomes. As declared by Datuk Dr Mahani, a member of the NEAC “THE EMPHASIS SHOULD BE ON OPPORTUNITIES AND PROCESSES BECAUSE IT IS DIFFICULT TO GUARANTEE OUTCOMES”.

43. Hence, it is beyond reasonable doubt that, from the outset, NEAC had in fact conceded defeat and, therefore, who is going to naively believe in the final delivery of its promises which could be construed as rhetoric:

• FAIR DISTRIBUTION?

• RAISING THE INCOME LEVEL OF BUMIS?

• INCOME PARITY WITH OTHER ECONOMIC GROUPS?

• NARROWING INCOME INEQUALITY?

• EQUITABLE SHARE OF THE NATION’S WEALTH?

• MONITORING PROGRESS?

44. At the same time, it seems as if NEAC is arrogantly not paying attention to DPM’s exhortation that “MALAYS MUST BE LESS OBSESSED WITH PROCESSES AND PROCEDURES COMPARED WITH OUTPUT”. Will then NEAC focus more on outputs and bravely guarantee the outcomes after this?

45. There are a few more weaknesses inherent in the NEAC, including its theoretical framework. Those who are interested to know more may visit my blog here.

Conclusion

46. If NEM is retained in its present spirit, form and substance, one cannot escape from concluding that it is camouflaged behind a smokescreen of excessive sophistication and esoteric concepts with the attendant policies which will subjugate the Malays. The highly probable outcome is analogous to the result of a surgical operation: the operation (NEM) succeeded but the patient (Malays) died! QED.

Listen to YB Wee in Parliament don't bother about RPK or Bala

This is a speech by YB Wee Choo Keong delivered in our Parliament yesterday, a hard hitting no holds barred on the Securities Commission:

excerpts:

Tuan Yang DiPertua,

What is said by YB Wee is explosive and will directly and indirectly affect investor's confidence and investors means both domestic and overseas and we are heading towards slower economic growth the rest of the year. PM Najib said quote "“There might be a possible second-half slowdown in the economy due to external factors, therefore, it’s important for us to have robust domestic demand to spur and balance the economy.”

Dr Chua MCA President in a recent statement said that:

- The Gomen must not only say the right thing but do the right thing to win the confidence of the people.

- The Gomen cannot flip flop and policies must be consistent only then it has credibility.

Very wise words that should be heeded by the powers that be, I think PM Najib and his Cabinet must thoroughly investigate what is happening in the SC. Destructive Little Napoleons are not just everywhere in the Opposition Pakatan camp but are also lurking within the BN Government organisational structure. YB Wee's speech is good enough to qualify for a call for Royal Commission to investigate the going ons in the SC.

Paying attention and acting on constructive critiques by Legislators such as YB Wee, in Parliament, are a lot more beneficial to this country than having Government and BN Party Machineries to "layan karenah" of people who runs away from this country because they allege that they are telling the "truth", people such as Raja Petra MT and Bala Everchanging Affidavit. And another thing Ministers or Deputies should not make stupid statements like 40% of what RPK writes is the truth because then it gives 40% credibility to RPK who have ZERO credibility to start with.

Just leave this people be in the UK or the Artic, if they have no sponsors they can always claim political persecution and get protection from the EU Government. It takes two to tango..just let RPK and Bala and occasionally Pakatan Leaders and lawyers to tango with themselves.

Dr Chua's 100 days as MCA President..here's to more than a term in office

This is an interesting interview of MCA's President Dr. Chua Soi Lek dated 5 July 2010 with TheStarOnline.tv on the occasion of his 100 days as MCA's President. The Interview is in three parts the first two parts basically deals with his thoughts on the MCA; of the Chinese voters and the BN Gomen. Dr Chua says it is time for BN to review the concept of power sharing and that it should reflect the changing political scenario of the nation. He also thinks that the MCA is not ready for a GE yet needing more time for the party machinery to get going especially after the bruising internal battle which culminated in him replacing Ong Tee Keat as Party President.

Below is the third part of the interview titled "Delicate Balancing" which I think showed that this is one Malaysian political leader who knows his onions and understands perfectly well the delicate situation in a multiracial Malaysia. Please have a listen:

Excerpts :

- Change MCA from a Chinese centric party to a more multiracial outlook.

- He recognised that Malaysia is a multiracial country and Govt policy is one fine delicate balancing act and so no one race could be fully satisfied.

- He bluntly said that the political situation in the country is very complex and that the Chinese should not be politically naive to expect that if the Opposition comes in, what they want they will get, as any Government in power will still have to do a delicate balancing act as well which means that no race will be satisfied.

- He hoped that the BN Govt would be fair and democratic and decisions made must be transparent and be accountable.

- He thinks the Gomen must not only say the right thing but do the right thing to win the confidence of the people.

- He said the Gomen cannot flip flop and policies must be consistent only then it has credibility. [I think PM Najib should be wary that his Government would soon turn into the flip flopping Abdullah Administration which lost 2/3rd majority in Parliament and five states to boot if he is not careful enough]

I think what Dr Chua says above makes complete sense. I think its a good thing that Dr Chua is not in the Cabinet, his position as MCA President puts him in good stead to strongly advise the BN President and Prime Minister when things are not going the right way for the BN Government as he would not be subservient as a Cabinet Minister would be.

I hope Dr Chua who I know is perfectly at home speaking in English, Malay or Mandarin will be able to help MCA recover the lost Chinese votes that BN lost in the last GE with his middle of the road approach and being much aware of the multiracial nature of our Malaysia.

Unfortunately there are clever Malaysians who just want to demand and demand and demand without thinking about the sensitivity of other Malaysians who live in Malaysia beside them as well:

There is something more behind the DAP's "miracle" at Sibu it seems

I always have this sneaky feeling that my post on 15 June 2010 - After the "miracle" in Sibu comes the "miracle" in Malim Nawar, seemed incomplete having just basically giving a casual observation of the religious/Christian evangelism slant to the DAP Sibu by-election campaign before and after.

That was until blogger SatD came up with his latest posting titled "SIB Headhunters coming our way: The Jill Ireland Allah Ciplak CD Case", its a long well researched article that many have come to expect of SatD, really amazing stuff of the little unknown history of the SIB. My cyber sifu Rocky's Bru picked up this great article as well and his comments can be found at
Re-re-return of the Muslim Allah, Christian Allah issue.

excerpts from Rocky's Bru:

"AN OBLIGATION TO EVANGELIZE. A decision by a High Court senior assistant registrar to allow clerk Jill Ireland, a member of the Sidang Injil Borneo, to question two local scholars (her lawyer calls them "so-called Islamic experts" so as to cast doubt about their credentials)who support the Home Ministry's ban on the use of Allah by Christians in Malaysia is set to bring back the war or words between Muslims and Christians.

SatD suspects the case is a ploy by the Sidang Injil Borneo to keep alive the "war", which also saw the burning of churches and the defecation of mosques early this year, and push Najib Razak's administration into a corner. Logical assumption, given that the handling of this issue is making the BN government unpopular, especially in Sabah and Sarawak.

In his latest post, the blogger traces the roots of Sidang Injil Borneo, its "extremist teachings" and obligation to evangelize, and how the Brunei government successfully handled the cult.

SatD thinks the Malaysian government could learn from Brunei."

Anyway continuing from the DAP win that Lim Kit Siang dubbed as the miracle in Sibu, I am very pleased that SatD linked his post to another great blog... "Shuzheng political papers" and this gem of a post "DAP’s Christian Despotism: Chattel Bonds & a Tyrant Named Ah Guan". This post is the answer to the sneaky feeling that I am having. Alhamdullillah/Praise to God/Hallelujah.

Its a long post though as a well researched article should be but sure is an enthralling read to the end:

Excerpts:

It starts at:

The Anti-Chinese DAP

With Keshvinder Singh joining Hee Yit Foong, the way to destroy DAP’s Jesus Taliban from inside out ratches up a notch.

For the Sibu seat, the DAP evangelist elite brandished their Christian credentials like never before. Two PKR men, Jimmy Chua Jui Meng (ex-MCA) and Tan Kee Kwong s/o David Tan Chee Khoon (ex-Gerakan), who joined them in making the “hand of God” were soon reciting from bibles they had brought with them. Their motivation hadn’t come from merely speaking in a common tongue, from the same pulpit, in Sibu, to prove that their political objective is biblical predestined. More than that, they were also asserting their common hatred, Barisan Nasional and more generally the Chinese electorate who refused their God.

This way of conducting politics might be tolerable. It’s been done before after all, with methods identical to PAS exploiting Islam although DAP’s Christianity has bigger dreams, turning Sabah and Sarawak into twin Kelantans. Then there is Anwar Ibrahim. He had brought Islam fundamentalism into mainstream Umno and look what it has gotten him: a posterior bruised over and over......

In the middle:

......Few Chinese have fallen for the Anwar-PAS stratagem to get Islam into everyday life and this is partly owed to the very nature of the religion. As for the Malays, they have no choice.

When Anwar went to jail some years back, the Chinese did not cry over his fate. So when he dies nobody is going to build a temple in his name as the Chinese did for Kongzi and Laozi.

DAP & May 13

If the Chinese did not fall for Anwar and PAS did they for DAP’s Christianity in March 2008? Lim Guan Eng and his mouthpieces in Malaysiakini (Josh Hong) and in the online English Sin Chew (Thomas Lee) like to think so they did: “stupid heathens”, they’d whisper among themselves.

Already Hannah Yeoh has likened the mass conversion of the Chinese, some to Christianity, but mostly to the DAP’s brand of politics as evidence into the work of the “hand of God”. And Sibu was just one more manifestation. This explains the DAP’s infinite conceit: like PAS people, they believe they have god on their side so they can’t lose.

DAP isn’t the first to use Christianity to serve a political cause nor is it the first to exploit religion in manipulating voter emotions. David Tan Chee Khoon, extolled as Mr Opposition some decades ago, had preceded all that. Before there was PAS there was Gerakan, helmed by Chinese Christians who had split from the MCA. Which is to also to say that the near annihilation of Gerakan in Penang in the hands of the DAP Christians is the former’s just dessert – explaining why Lim Kit Siang had been relentless in his personal attacks on Koh Tsu Koon....

at the end:

...All that says DAP evangelism is a greater danger to Malaysia than PAS will ever be. It must be crushed hence. And, for good measure, Guan Eng et al should be put on trial (surely, Hisham, you can find something to nail him with?), one by one, then jailed and all that would be, to employ their logic they had said of gambling: it is for their own good and the greater good of the rest of Malaysia.

In more ways than one, Lim Guan Eng and family is like Taiwan’s Chen Shui-bian: poor in the beginning, later a Christian, wears clothes of a democrat, proclaiming Western, White man values and shouting democracy at every opportunity, yet a soul corrupted to the core. And he loves money, which he uses as leverage (chattel bond?). Indeed the two parties are ideological and political cousins. During his final term of office, Chen was especially racist and anti-Chinese, getting the English Press, the Taipei Times in particular, to launch the propaganda that Taiwanese are not Han Chinese. Taiwan, before jailing Chen, had wasted eight years on him and on every member of his entire family.

Dr Mahathir Mohamad: can you now understand, truly understand, who your actual enemies are? Know that the Chinese, the extremist Chinese, are the only people standing between the crusading Anglophiles and Malay sanity? (In their most fearsome, the extremist DAP Anglophiles can even drive the resilient Chinese nuts.) But, if you still want a Chinese skin to hang out of your window balcony, help yourself to Guan Eng and his family. Chinese chauvinists won’t blink. Either that or let loose your Ibrahim Alis on the DAP. We promise to say nothing; absolute silence.

here.

I note that the author said that DAP evangelism is a greater danger than PAS will ever be. The SUPP were shell shocked by DAP's political campaign in Sibu so expect more of the same from the DAP especially in the Sarawak and Sabah election campaign where our Malaysian Christian brethrens makes a big voting bloc in an election constituency.

Maybe the MCA,SUPP,Gerakan leaders would want to read and maybe learn a thing or two from Shuzheng, instead of having this petty tiffs that MCA are having with Ibrahim Ali's Perkasa.

Anwar the Chameleon again

Much is being said about Anwar Ibrahim now probably a lot more intense then he has been used to concerning his relationship with America and also the Jews, the latest being his recent trip to Washington where Anwar reportedly apologised to "friends" for his anti semitic remarks.

When Anwar and his Pakatan pact fired salvo after salvos of innuendos and accusations against the the Malaysian Government for appointing
APCO which is a Washington based Global PR company, little did Anwar realize that he has actually quickly make more powerful and influential enemies than friends he nurtured for so long overseas. The response against Anwar Ibrahim was swift and methodological. This time he cannot complain there is a conspiracy to out him.

1. B'nai B'rith founded in 1843 and is the oldest continually operating Jewish service organization in the world, wrote a
damning letter about Anwar on 25 May 2010 to John F. Kerry and Richard G. Lugar, Committee on Foreign Relations, United States Senate. excerpts of the letter:

"In light of the role that Ibrahim has played in the resurgence of anti-Semitic polemics in Malaysian politics, we ask that U.S. officials suspend their ties with Anwar Ibrahim. A purveyor of anti-Jewish hatred such as Ibrahim should not enjoy the measure of legitimacy that a positive relationship with the United States would confer upon him"

After Anwar's visit to Washington and his "apology" comes these:

2. Washington Post Article by Jackson Diehl dated 28 June 2010 entitled
"Flirting with zealotry in Malaysia" the article ended with this statement "Anwar's story can also be read as a warning. His transition from pro-American democrat to anti-Israeli zealot is sobering -- and it is on the verge of becoming a trend"

3. The Washington Post article was followed by the New Ledger's Joshua Trevino dated 1 July 2010 entitled
"Anwar Ibrahim in Bad Decline"...and what a decline it has been for one who used to be the democratic darling of the West now being labelled as anti-semitic despite the apologies and regrets.

His rhetorics showing him up as an anti Jew in Malaysia and then going to Washington to apologise and regretting his actions must have confused many in Malaysia especially among those from PAS and PKR and probably even some from the DAP who are only now finding out the Anwar who says one thing to one audience and another thing to another depending on the situation. Some international news agencies seemed to have already seen the real Anwar..the Economist wrote about him in 2009 and described Anwar as Malaysia's Chameleon.

I note also that most of the western article did not touch on Anwar's conviction for obstruction of justice and abuse of power preferring to side step the story replacing it with the sodomy conviction which was overturned by the Federal Court instead. Anyway, the Attorney General in 1998 charged Anwar who was then Deputy Prime Minister, that he had asked the Police to force his accusers to retract allegations of sexual affairs against him. By doing so the AG claimed that Anwar has abused his position in Government to gain an advantage. Anwar was sentenced to six years of imprisonment on 6 April 1999 after a six months trial. (full judgement of Justice Augustine Paul in PP vs DS Anwar bin Ibrahim (No.3)(1999)2 MLJ 1)

The point is, Anwar had been convicted and had served time for abuse of power when he was Deputy Prime Minister and this is the same guy who changes his political stand and rhetoric as it suits the situation, the same guy who promised us a change of Government on 16 September 2008 which never happened by the way.
This is the same guy who wants to be our next Prime Minister of Malaysia. So, the next question is, besides the Anwaristas, do we Malaysians really want this man to become our next Prime Minister? I am one Malaysian who surely don't.

Is the GE13 coming sooner then expected?

Updated:

In a reaction to the feelers sent by UMNO President and VP, It seems that some political analyst thinks that
BN is not ready for the GE but some do think that a snap poll will be sooner then later.

Original Post:

The multipronged attacks on leaders of Pakatan especially Anwar Ibrahim and the playing up of the internal strifes within PKR itself and the deep political differences between the various component parties of PAS and DAP these past few weeks seemed to indicate that the GE13 is not that far away, could even be done together with the Sarawak State Elections which many political pundits predict would be called anytime towards the end of this year. Or this is just me putting the cart before the horse.

News from Bernama:

Najib Outlines Four Factors In People's Assessment Of Umno

PEKAN, July 4 (Bernama) -- Prime Minister Datuk Seri Najib Tun Razak has outlined four important factors that influence the attitude of the people on Umno and their aspirations for the party in championing their cause.

He said the first factor was whether the people were satisfied with the leadership at the national, state, divisional and branch levels with regard to the programmes implemented.

Najib, who is also the Umno president, said the implementation of policies and the decisions made would be taken by the people as a yardstick in improving service to the local community.

"The second factor is how the state leadership manages land applications, whether the land is to be opened up, housing matters and other issues which are related to the leadership at the state level," he said in his winding up speech at delegates meeting of the Pekan Umno division, here Sunday.

He said the third factor was the party leadership at the grassroots, branch and divisional levels which would be assessed by the people in terms of their management and whether the people were satisfied, like the evaluation made at the national level.

The last factor was the role played by the elected representatives, whether they fulfilled the aspirations of the people, he said.

Najib said a political tsunami would occur if these four factors turned out to be negative factors where the people were dissatisfied with the leadership at the national, state, party and constituency levels.

"Thus, I call on all party leaders, whether at the grassroots or divisional levels, to discharge their responsibilities in the interest of the rakyat," he said.

He also urged all branches and divisions to simplify the registration of new members wishing to join Umno to demonstrate that the party was prepared to provide assistance and adopted an open attitude in whatever matters that concerned the rakyat.

The party president said registration of members could not be done seasonally but should be carried out continuously by organising various activities that would benefit and attract the interest of the people to join Umno.

BN Must Face General Election, No More Dilly-dallying - Hishammuddin

BANGI, July 4 (Bernama) -- Umno vice-president Datuk Seri Hishammuddin Tun Hussein said today the time has come for the Barisan Nasional (BN), particularly Umno, to prove that their past weaknesses and mistakes have been successfully overcome.

As such, the BN and all its component parties must now be prepared to face the 13th general election without dilly-dallying anymore, he said.

He said cliche and petty excuses which were frequently used before could no longer be cited to support reasons for 'running away' from contesting in the election.

Hishammuddin said amendments to the (party) constitution and a comprehensive transformation in Umno were drastic measures taken to rebuild the party's strength, thus enabling Umno to emerge as the first BN component party to take the bold move.

"We have no choice. We have to be ready, how long can we give the excuse that we are not ready? How long can we delay the election and say that we are still saddled with problems that we had to face during the rehabilitation before?" he asked.

On top of the above news, the recently announced additional RM500k allocation for each BN MPs does say that something is brewing.

Whatever it is PM Najib should take intelligence advise from the Government Intelligence/Security Agencies who will be able to get very accurate feed back from the ordinary people on the streets to gauge the people's support of the BN. It is not enough to get feedback from the political parties only.

Whatever the date of the GE will be, PM Najib must look at the MIC and the GAS movement issue, there has to be closure or an amicable solution between the two. Hammering GAS down with brute force will not solve anything but breed more dissatisfaction within some sections of the Indian community. BN needs the Indian votes as well if it wants to perform better than GE12(2008). The MCA should also bring down their noise by two notches when dealing with PERKASA. Making
police reports against PERKASA do not help the BN cause at all. The public feud between MCA and the Malay Rights NGO is not good for BN and must stop immediately. Undeniably BN needs the Chinese votes but lets face it, the MCA do need the Malay votes as well. Let PM Najib handle the delicate matters that is his job as PM and BN Chairman.

Another thing PM Najib must never allow a Minister to tell the public that the proposed JB scenic bridge to be constructed in Malaysian territory needs a foreign Government permission first before it can be constructed, that is a definite no,no. Malaysians definitely do not like it if their elected Government insists on getting approval from Singapore to construct a structure in Malaysia's own sovereign territory. This is a no brainer, this will lose BN plenty of votes especially in its mega stronghold of Johor if not handled with utmost care.

Come what may, the timing of the election is crucial and it is the PM's decision on the timing alone which will determine whether the BN continues to rule the Federal Goverment or shift over to the Opposition side of Parliament. Tun Abdullah Badawi mistimed the GE12 and he paid the ultimate penalty having to relinquish his PM ship after much pressure.
